A) Yes, it can support Arabic. If you want the home screen in Arabic simply change to Arabic language in settings.

A) For WIFI connection, please kindly try the following:
1 Please kindly confirm that you have already opened and connected the WIFI.
2 Please set the time of your phone to the local time.
3 Click the icon and Java to enter and then choose Java setting.
4 Then please set "select SIM" to the SIM card you are using.
5 Then choose the "Java SIM card 1" as WIFI.
6 Please enter one of the Java applications (opera) and then choose the fourth option of "Network setting".
7 Then set the first "Set Mode" as the "Set by User".
8 Please set the second "Choose SIM card" as the SIM card you are using.
9 Please set the third "Java SIM card 1 setting" as WIFI and the fourth "Java SIM card 2 setting" as WIFI .
10 Then you can use the opera application.
